Libya rejects foreign presence and demands for urgent measures to remove mercenaries and unify executive authority

Egypt Daily News – A joint statement has been issued by the Defense and National Security Committees of the Libyan House of Representatives and the Supreme Council of State expressing their unequivocal opposition to the presence of foreign military forces in Libya.

They urged the Joint Military Committee “5 5” to take decisive action in enforcing the ceasefire agreement, particularly in regard to the withdrawal of mercenaries and foreign fighters. This includes identifying their locations, understanding their motives for being in Libya, and establishing mechanisms for their removal.

The committees emphasized the importance of legal accountability, invoking Article 42 of the Military Penal Code against individuals who attempt to place any Libyan territory under foreign control.

Additionally, they condemned the recent violent takeover of the Central Bank of Libya, viewing it as a significant threat to national security and the integrity of the state.

They stressed the necessity of delineating roles between security and military operations, advocating for the Ministry of Interior and security services to fulfill their responsibilities in maintaining order without interference from military forces or armed groups.

They called on the Ministry of Interior to adhere strictly to Libyan laws and international human rights standards, proposing a comprehensive review of existing security sector laws to ensure compliance with these standards.

Furthermore, the committees recommended the establishment of a technical committee comprising experts in various fields—political, legal, economic, and security—to collaborate with the international community and address any constraints on national sovereignty.

Lastly, they urged the United Nations Support Mission in Libya to facilitate dialogue between the House of Representatives and the Supreme Council of State, aiming for the unification of executive authority and sovereign positions to pave the way for presidential and legislative elections.
