Madbouly: “Haya Karima” Is Egypt’s Largest Development Project for Rural Transformation

Prime Minister Mostafa Madbouly said Egypt’s “Haya Karima” (Decent Life) initiative represents the largest development project in the country’s modern history aimed at transforming rural communities and improving living standards for millions of citizens.

Madbouly made the remarks while attending the Egypt Government Excellence Awards ceremony, held under the patronage of President Abdel Fattah El-Sisi. The event was attended by Minister of Planning, Economic Development and International Cooperation Rania Al-Mashat; UAE Minister of State for Government Development and the Future Ohood Al-Roumi; along with a number of ministers and senior officials.

At the start of his speech, the prime minister conveyed President El-Sisi’s greetings to participants and his wishes for the success of the event, while extending a warm welcome to the visiting Emirati delegation. Madbouly emphasized that the ceremony reflects the depth of the strategic partnership and long-standing developmental cooperation between Egypt and the United Arab Emirates, noting that the Government Excellence Awards are one of the tangible outcomes of this collaboration in the fields of institutional development and innovation.

Madbouly also congratulated President El-Sisi and the Egyptian people on the anniversary of the January 25 Revolution and Police Day, praising the sacrifices made by police personnel to safeguard national security and stability, which he described as a cornerstone for sustainable development.

Turning to human development, the prime minister stressed that improving government performance cannot be separated from investing in people. He underscored that human development is a top national priority under presidential directives and in line with Egypt Vision 2030.

He highlighted a number of major national programs and initiatives designed to enhance quality of life, including the National Project for the Development of the Egyptian Family, the Universal Health Insurance Program, initiatives to empower women, and efforts to modernize the telecommunications sector. He also pointed to the presidential initiative “A New Beginning for Building the Egyptian Human,” which integrates health, education, and social protection into a unified national agenda.

Madbouly described the “Haya Karima” initiative as the most ambitious of these efforts, noting that it targets comprehensive development across thousands of villages, improving infrastructure, public services, housing, healthcare, education, and employment opportunities in rural areas that were historically underserved.

According to the prime minister, these efforts have yielded measurable results. He revealed that Egypt has maintained its classification within the “high human development” category in the 2025 Human Development Report issued by the United Nations Development Programme, reflecting gradual improvement despite ongoing global and domestic economic challenges.

Addressing the evolution of the Egypt Government Excellence Awards, Madbouly said the initiative has grown from a competitive program into an integrated national system aimed at spreading a culture of excellence across the public sector. He praised the increased participation in the fourth edition of the awards and the expansion of categories to include the healthcare sector, which he described as one of the most vital and impactful areas of public service.

In his closing remarks, the prime minister reaffirmed that economic reform cannot succeed without parallel administrative reform, describing both as essential pillars for achieving comprehensive and sustainable development. He thanked the Ministry of Planning and the awards’ organizing team for their efforts, congratulated the winners, and stressed that excellence should be viewed not merely as an award, but as a lasting culture and a continuous approach to work embedded in the daily practices of state institutions.
