Egypt Daily News – The Arab summit has officially endorsed Egypt’s plan for the future of Gaza, as stated in a draft of the final declaration.

The draft welcomed Egypt’s initiative to host an international conference for Gaza’s reconstruction in Cairo later this month, urging the international community to support the Egyptian proposal for the war-torn enclave.

According to a version of the document obtained by Reuters, Egypt’s 112-page reconstruction plan is estimated to cost $53 billion. The plan includes detailed maps for Gaza’s redevelopment and AI-generated images depicting future housing projects, green spaces, community centers, a commercial port, a tech hub, and beachfront hotels.

The Egyptian proposal also underscores the two-state solution as the foundation for lasting peace, emphasizing that its realization would pave the way for normalized relations between regional states and Israel.

Furthermore, the plan includes a joint Egyptian-Jordanian initiative to train Palestinian police forces, laying the groundwork for the return of the Palestinian Authority to govern Gaza.

Key Points of Egypt’s Plan for Gaza Reconstruction

The Arab summit-adopted Egyptian plan outlines a structured six-month transitional phase for governing Gaza, under Palestinian leadership. A committee of independent technocrats, operating under the umbrella of the Palestinian government, will oversee this phase.

Security & Governance

  • The plan proposes that the UN Security Council consider deploying international peacekeeping forces in the Palestinian territories.
  • It addresses the disarmament of factions through a clear political process with credible steps.
  • Egypt and Jordan would train Palestinian police forces, facilitating the Palestinian Authority’s return to Gaza.

Reconstruction & Humanitarian Aid

  • Temporary housing for displaced residents will be built across seven zones in Gaza.
  • A medium-term ceasefire will be established for a fixed period to ensure stability.
  • The “early recovery” phase will last six months and cost $3 billion to restore essential services and housing.
  • The first phase of reconstruction will span two years, costing $20 billion.
  • The second phase will extend 2.5 years, requiring $30 billion.
  • The total estimated cost for Gaza’s full reconstruction is $53 billion.

Funding & International Support

  • The plan suggests creating an internationally supervised trust fund to manage financial contributions transparently.
  • Cairo will host an international conference soon to mobilize global support for the reconstruction effort.

Egypt’s Plan vs. Trump’s Controversial Proposal

The Egyptian proposal firmly supports a two-state solution, viewing it as the key to regional stability and future normalized relations between Israel and Arab nations.

Rejection of Trump’s Plan

  • Donald Trump’s proposal caused global outrage, as it suggested placing Gaza under U.S. control and transforming it into a luxurious tourist hub—dubbed the “Riviera of the Middle East.”
  • The plan also included forcibly relocating Gaza’s Palestinian population to Egypt and Jordan, an idea vehemently rejected by both countries and the international community.

Arab Unity Against Forced Displacement

  • In response, Arab nations united to oppose Trump’s proposal and promote alternative solutions, emphasizing Palestinian sovereignty and reconstruction within Gaza.
