Egypt Daily News – The Egyptian Gazette has published a significant decision by the Minister of Housing regarding the establishment of a comprehensive urban project within the expansions of Sheikh Zayed City.

This entails the approval of a detailed plan for parts of areas “D” and “E,” covering approximately 82.82 acres (or 347,826.32 square meters) as part of a larger 500-acre project allocated to Emaar Misr for Development, as specified under Presidential Decree No. 77 of 2017.

Key points from the decision include:

  1. Restrictions on Sales and Advertising: Emaar Misr is prohibited from offering project units for sale, reservation, or advertising without prior approval from the relevant authority, in line with Prime Ministerial Decision No. 2184 of 2022 concerning controls for the sale of units in real estate development.
  2. Water and Construction Regulations: The company must ensure the water supply is adequate for the planned units and adhere to construction regulations, including height restrictions. Any conflicts with previously approved project decisions or third-party rights will render the decision null and void.
  3. Utility Networks: The company must submit execution drawings and technical specifications for utility networks within the approved timeline for authority review and approval prior to starting construction.
  4. Project Compliance: If the company fails to comply with timelines or project requirements, appropriate measures will be enforced according to existing rules. The service area for residents must cater exclusively to them, and external services will be priced according to regulatory guidelines.
  5. Licensing and Legal Compliance: The company must provide necessary documents to obtain construction licenses per the Building Law (Law No. 119 of 2008). Licenses will only be granted after payment of any financial dues, and violations could lead to revocation of rights.
  6. Sustainability Features: The project is expected to include provisions for electric vehicle charging stations, parking spaces per established guidelines, and utilize solar energy systems as required by existing regulations.

The decision is effective immediately following its publication in the Egyptian Gazette, and all relevant authorities are mandated to implement the outlined measures.
