Egypt’s National Elections Authority Announces Senate Election Results: Runoffs in Five Governorates

The National Elections Authority (NEA) of Egypt has officially announced the results of the first round of the 2025 Senate elections. According to NEA Chairman Judge Hazem Badawy, candidates in 22 governorates secured outright victories, while runoffs will take place in five remaining governorates where no candidate secured the required majority.

The announcement came during a press conference held on Tuesday evening, during which the NEA also released full details regarding voter turnout and the performance of candidates across the country.

Runoffs in Five Governorates

Runoff elections will be held between 10 candidates in the following five governorates:

  • Gharbia: Magdy El-Sayed Abdullah El-Bary will face off against Ahmed Mostafa Mohamed El-Gaabary.
  • Beni Suef: Hisham Mohamed Magdy Abdelhamid will compete with Aly Fayez Badawy Aly.
  • Luxor: Mohamed Abdel-Aleem Hussein Mohamed will go head-to-head with Mohamed Mahmoud Yaseen Abu El-Saud.
  • Ismailia: Magdy Saad Aly Zayed will contend against Mohamed Ghanem Ahmed Omar.
  • New Valley (Al-Wadi Al-Gedid): Abdel Hakam Ahmed Gabaly Eissa will face Khairy Mohamed Khodr Aly.

The runoffs are expected to determine final representation in these contested districts, with political observers watching closely to assess voter engagement in the second round.

Results from Qalyubia Governorate

In Qalyubia, five candidates won individual seats under the single-member system. The NEA listed the official winners as:

  • Sayed Abdel Hamid Salem Hassan Hejazi (Known as Sayed Hejazi) – Affiliated with the Future of the Nation Party.
  • Hisham Husseiny Mahmoud Hassan Rabie (Known as Hisham Husseiny Rabie) – Future of the Nation Party.
  • Emad Ali Ibrahim Ali Barakat (Known as Emad Barakat) – Future of the Nation Party.
  • Mohamed Abdel Hamid Saad Abu Zeid (Known as Mohamed Abu Zeid) – Homeland Protectors Party.
  • Fathi Desouki Sayed Ali (Known as Fathi Desouki Abdo) – National Front Party.

These candidates secured their seats outright in the first round of voting.

Voter Turnout and Participation

Chairman Badawy also provided detailed statistics on voter participation. Out of the approximately 68 million eligible voters registered in the national database, nearly 11.65 million citizens cast their ballots in the Senate elections, reflecting a turnout of 17.1%.

The number of valid votes cast under the individual candidacy system reached over 11.32 million. Despite relatively modest participation, the NEA praised the public’s engagement in the electoral process, describing the turnout as an indication of the Egyptian people’s awareness of their constitutional rights and democratic responsibility.

Badawy acknowledged regional variations in turnout but emphasized that polling took place in a generally calm and organized environment across all governorates. He reaffirmed the NEA’s commitment to transparency and impartiality throughout the election process.

The 2025 Senate elections are being viewed as a key indicator of the evolving political landscape in Egypt, particularly in the lead-up to future parliamentary contests. The performance of dominant parties like Future of the Nation continues to reflect their strong organizational presence across the country.
