Full terms of the Russian memorandum in the Istanbul negotiations for resolving the Ukrainian crisis

Egypt Daily News – The most prominent points in the Russian Federation memorandum that the Russian delegation handed over to the Ukrainian side during the negotiations held in Istanbul today, Monday have been revealed.

The Russian memorandum obtained includes three sections with two options for ceasefire conditions and 31 clauses.

Section One

  1. International legal recognition of Crimea, Luhansk Republic, Donetsk Republic, Zaporizhzhia, and Kherson regions joining the Russian Federation, with full withdrawal of Ukrainian Armed Forces and other military formations from these territories.
  2. Ukraine’s neutrality, including renouncing joining military alliances or blocs, banning third-country military activities or foreign military presence on Ukrainian territory.
  3. Cease any actions and refrain from treaties or international agreements contradicting paragraph 2 of this section.
  4. Confirm Ukraine as a nuclear and other weapons of mass destruction-free state, banning acceptance, transit, or deployment of such weapons on its territory.
  5. Set maximum limits on Ukrainian Armed Forces and military formations, including allowed weapons and equipment; disband Ukrainian nationalist units within the military and National Guard.
  6. Guarantee full rights, freedoms, and interests of Russian-speaking population and grant Russian official language status.
  7. Legally ban glorification of Nazi and neo-Nazi propaganda; disband nationalist organizations and parties.
  8. Lift all current economic sanctions and refrain from imposing new sanctions or restrictive measures between Russia and Ukraine.
  9. Resolve issues related to family reunification and displaced persons.
  10. Mutual waiver of claims related to damage caused by hostilities.
  11. Lift restrictions imposed on the Ukrainian Orthodox Church.
  12. Gradual resumption of diplomatic and economic relations (including gas transit), transport, and other communications, including with third countries.

Section Two: Ceasefire Conditions

Option One:
13. Begin full withdrawal of Ukrainian Armed Forces and military formations from Russian territory including Donetsk, Luhansk, Zaporizhzhia, and Kherson, pulling back to a mutually agreed distance from Russia’s borders.

Option Two (Comprehensive Proposal):
14. Ban redeployment of Ukrainian Armed Forces except withdrawal to mutually agreed distance from Russia’s borders.
15. Cease mobilization and begin demobilization.
16. Stop foreign military supplies and aid, including satellite services and intelligence data.
17. Prevent military presence of third countries on Ukrainian soil and stop foreign experts fighting alongside Ukraine.
18. Ukraine guarantees no sabotage activities against Russia or its citizens.
19. Establish a bilateral center to monitor and oversee ceasefire.
20. Mutual amnesty for “political prisoners” and release detained civilians.
21. Cancel martial law in Ukraine.
22. Announce date for presidential and parliamentary elections within 100 days of lifting martial law.
23. Sign agreement to implement Section One provisions.


Section Three: Implementation Steps and Deadlines

  1. Begin drafting the treaty text.
  2. Announce a 2-3 day truce to collect bodies in the “gray zone.”
  3. Unilaterally hand over 6,000 bodies of Ukrainian soldiers to Ukraine.
  4. Sign ceasefire memorandum with specific dates for implementation and set date for final settlement treaty.
  5. Impose a 30-day ceasefire starting with the withdrawal of Ukrainian forces; complete withdrawal and full implementation of the comprehensive proposal during this period.
  6. Hold elections and form governing authorities in Ukraine.
  7. Sign the final treaty.
  8. Adopt the treaty by a binding UN Security Council resolution.
  9. Ratify, enforce, and implement the treaty.
