Egypt and Russia Sign Supplementary Protocol for El-Dabaa Nuclear Power Plant Agreement

Egypt Daily News – In a significant step toward advancing Egypt’s peaceful nuclear energy program, Egypt and Russia have signed a supplementary protocol to their existing agreement on the construction and operation of nuclear power plants in Egypt.

The protocol was signed by Dr. Mohamed Mahmoud Essmat, Egypt’s Minister of Electricity and Renewable Energy, and Alexey Likhachev, Director General of Russia’s State Atomic Energy Corporation, Rosatom, during a ceremony held at the Ministry’s headquarters in El Alamein.

In addition to the protocol, both sides witnessed the signing of a supplementary contract related to the construction and operation of the El-Dabaa Nuclear Power Plant. The contract was signed by Dr. Sherif Helmy, Chairman of Egypt’s Nuclear Power Plants Authority, and Dr. Andrey Petrov, CEO of Atomstroyexport, a subsidiary of Rosatom.

The signing of the protocol and supplementary contract underscores the commitment of both Egypt and Russia to accelerate the implementation of the El-Dabaa Nuclear Power Plant in line with the approved project timeline. The development is part of Egypt’s broader program for the peaceful use of nuclear energy and its strategy to expand reliance on clean energy as a pillar of its updated national energy strategy through 2040.

Minister Essmat emphasized that the growing cooperation between Egypt and Russia reflects the strong political will and deep bilateral ties between the two nations. He described the new protocol and contract as key milestones in the phased completion of the El-Dabaa project, which he said represents a leap forward in Egypt’s electricity and energy sector. Essmat highlighted the project’s alignment with Egypt’s Vision 2040, aiming for a balanced and sustainable energy mix while boosting clean electricity production.

For his part, Alexey Likhachev reaffirmed Russia’s strategic partnership with Egypt, noting that the signing of these documents falls within the project’s planned schedule. He reiterated Russia’s steadfast commitment to supporting Egypt’s efforts in building its first nuclear power plant.

“We are proud of our strategic partnership with Egypt,” Likhachev said. “We look forward to continuing our collaboration to deliver this ambitious project, which will significantly enhance Egypt’s energy security and contribute to the achievement of sustainable development goals.”
