Egypt Daily News – Today, Monday, The Times of Israel revealed the details of the draft ceasefire agreement between Israel and the Islamic Resistance Movement (Hamas), which consists of 3 stages.
The first phase, lasting 42 days, includes a temporary suspension of mutual military operations between the two fighting parties, and the withdrawal of Israeli forces eastward and away from populated areas to an area along the border in all areas of the Gaza Strip, including the Gaza Valley (Netzarim axis and Kuwait Square).
Israel will temporarily suspend air activity for military and reconnaissance purposes in the Gaza Strip for a period of 10 hours daily and 12 hours on the days of the release of prisoners, with the return of the displaced Palestinians to their areas of residence.
Starting from the first day, sufficient and intensive quantities of humanitarian aid, relief materials and fuel will be entered (600 trucks per day, including 50 fuel trucks / 300 for the north), including the fuel needed to operate the power station, trade, and the equipment needed to remove rubble and rehabilitate Gaza This willinclude operating hospitals, health centers and bakeries in all areas of the Gaza Strip, and continuing this throughout all stages of the agreement.
On the seventh day (after the release of 7 detainees), Israeli forces completely withdraw from Al-Rashid Street east to Salah Al-Din Street, completely dismantle the military sites and installations in this area, and the return of the displaced Palestinians to their areas of residence begins “unarmed during their return,” with Freedom of movement of residents in all areas of the Strip, and the entry of humanitarian aid through Al-Rashid Street, starting from the first day, without obstacles.
During the first phase, Hamas releases 33 Israeli prisoners (living or dead), including women (civilians and female soldiers), children (under the age of 19 other than soldiers), the elderly (over the age of 50), and wounded and sick civilians, in exchange for Number of prisoners in Israeli prisons and detention centers, according to the following:
Hamas releases all living Israeli prisoners, including civilian women and children (under the age of 19, not soldiers). In return, Israel releases 30 children and women for every Israeli detainee released, based on lists provided by the movement based on seniority in arrest.
The draft agreement stipulates that the released Palestinian prisoners will not be arrested again on the same charges for which they were previously arrested and will not be required to sign any document as a condition for their release.
It should be noted that the exchange of prisoners in the first phase mentioned above will not be considered a basis for the exchange criteria in the second phase, and no later than the sixteenth day, indirect negotiations will begin between the two parties regarding agreement on the terms of implementation of the second phase of this agreement.
The United Nations, its agencies and other international organizations will continue their work in providing humanitarian services in all areas of the Gaza Strip, and will continue to do so throughout the stages of the agreement. The infrastructure (electricity, water, sanitation, communications and roads) will also be rehabilitated in all areas of the Gaza Strip, and equipment will be introduced necessary for civil defense and rubble removal and this will continue during all stages of the agreement.
The second phase (42 days), includes a permanent cessation of military operations and all hostile activities, and enters into force before the start of the exchange of prisoners between the two parties – all remaining living Israeli men (civilians and soldiers) – in exchange for an agreed upon number of prisoners in Israeli prisons and detention centers, The complete withdrawal of Israeli forces from the Gaza Strip.
Following the third and final phase (42 days), bodies and remains of the dead will be exchanged between the two parties after they are found and identified, in addition to implementing the Gaza Strip reconstruction plan over a period of 3 to 5 years, including buildings and civilian infrastructure, compensating all those affected, and opening the crossings to allow the movement of people and goods.
All stages of the agreement will take place under the supervision of a number of countries and organizations, including Egypt, Qatar, and the United Nations, and the guarantors of the agreement are Cairo, Doha, and Washington.
