Today, President Abdel Fattah El-Sisi met with the President of Uganda, Yoweri Museveni, at the Presidential Palace in Entebbe.

The Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said President Museveni received the President upon his arrival at the Presidential Palace, where both presidents took a commemorative photo. An expanded meeting was then held with the presence of the delegations of the two countries, followed by a closed meeting between the two presidents. The President then signed the visitors’ book at the Presidential Palace. President El-Sisi congratulated President Museveni on his re-election for a new term, stressing that this reflects the Ugandan people’s confidence in his wise leadership.

The President said that Egypt values the distinguished relations it shares with Uganda and the growing momentum they are gaining, noting the importance of enhancing cooperation in the fields of agriculture, irrigation, and healthcare, as well as the participation of Ugandan cadres in Egyptian training programs. The President emphasized Egypt’s interest to develop trade and establish sustainable investment partnerships that serve mutual interests, stressing the need to intensify coordination at both the African and international levels.

President El-Sisi renewed his invitation to President Museveni to participate in the African Union Coordination Summit, which Egypt will host in June 2026, as well as in the African Business Forum held on its sidelines, as Uganda currently holds the chairmanship of the East African Community (EAC).

For his part, President Museveni welcomed President El-Sisi and expressed his great appreciation for the President and for Egypt’s active role at both the African and international levels. President Museveni also praised the existing cooperation between the two countries as a model for integration among African states. He further reviewed his country’s efforts to achieve development in line with Uganda’s National Development Plan 2040, highlighting the areas in which Uganda seeks to strengthen cooperation with Egypt, and affirming that broad opportunities exist to elevate bilateral relations.

The two presidents exchanged views on a number of issues of mutual interest, mainly the situation in Sudan, Libya, and the occupied Palestinian territories. President El-Sisi stressed that it was important for neighboring countries to play a constructive role in restoring stability and achieving sustainable peace. The two presidents also underscored the need to intensify coordination and cooperation regarding water-related issues and the Nile River.

President Museveni presented his country’s vision for achieving stability in Africa and ending conflicts, emphasizing the importance of national and African solutions that take into account the continent’s specificities and critical balances.

The spokesman added that a joint statement was issued at the conclusion of President El-Sisi’s visit to the Republic of Uganda.

Joint Communique on the Occasion of President El-Sisi’s Visit to the Republic of Uganda

JOINT COMMUNIQUÉ ON THE OCCASION OF AN OFFICIAL VISIT BY HIS EXCELLENCY ABDEL FATTAH EL-SISI, PRESIDENT OF THE ARAB REPUBLIC OF EGYPT TO THE REPUBLIC OF UGANDA
13TH MAY 2026

1. At the invitation of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, His Excellency, Abdel Fattah El-Sisi, President of the Arab Republic of Egypt undertook an Official Visit to the Republic of Uganda on 13th May 2026. His Excellency Abdel Fattah El-Sisi was accompanied by H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates, and H.E. Prof. Hani Sewilam, Minister of Water Resources and Irrigation of the Arab Republic of Egypt.

2. The two Heads of State held cordial and productive bilateral discussions in an atmosphere of friendship and mutual understanding, reflecting the longstanding and brotherly relations between Uganda and Egypt.

3. His Excellency, Abdel Fattah El-Sisi, President of the Arab Republic of Egypt congratulated his brother, H.E. Yoweri Museveni, President of the Republic of Uganda, for his victory in the presidential elections in a free, fair and transparent electoral process.

4. The two leaders reaffirmed their shared commitment to strengthening bilateral cooperation and deepening strategic partnerships between the two countries, aimed at delivering tangible benefits for their peoples. In that regard, the two leaders directed their respective relevant institutions to operationalize the outcomes of the historic visit of H.E. Yoweri Kaguta Museveni to Egypt, in August 2025, and build on the previous bilateral agreements and communiqués to achieve the mutual benefit of their peoples.

5. Recognising their respective leadership roles within the African Union and the Global South, the two leaders pledged to work in close coordination to champion African interests on the international stage, including advocating for a more equitable and fair global governance architecture, including the reform of the UN Security Council, in accordance with the Ezulwini Consensus as well as the reform of the international financial institutions.

6. The two leaders reaffirmed their commitment to strengthen bilateral cooperation to promote peace, development and integration, and the achievement of the goals set in Agenda 2063 and Agenda 2030 for Sustainable Development, through cooperating in relevant regional, continental and international fora, including the Common Market for East and Southern Africa, the African Continental Free Trade Area Agreement, the African Union, and the United Nations.

7. The two Presidents expressed satisfaction with the growing economic relations between the two countries, and directed their respective relevant institutions to prioritize trade and investments in high impact sectors, including Agro-processing, pharmaceuticals, renewable energy, integrated water resources management, and critical infrastructure.

8. Emphasizing the private sector as the primary driver of economic transformation, the two leaders welcomed the fruitful outcomes of the “Invest in Uganda” forum recently held in Cairo in April 2026, and directed that a Uganda-Egypt Business forum be organized alongside the next Joint Permanent Commission (JMC) in Kampala in August 2026. They further directed the relevant institutions to fast-track the establishment of a Joint Business Council to facilitate seamless trade.

9. The two leaders discussed various efforts to advance peace and security in East Africa, the Great Lakes Region and the Horn of Africa. In this regard, they exchanged views on the situations in Sudan, South Sudan, Somalia and the Eastern Democratic Republic of the Congo and reaffirmed their support for peaceful resolution of conflicts through dialogue, including the African-led processes, and the adherence to the principles of sovereignty and territorial integrity and independence, in line with the Constitutive Act of the African Union and the Charter of the United Nations.

10. The two Heads of State underscored the importance of promoting sustainable hydropower development to attain industrialization and socio-economic transformation, while safeguarding the integrity of ecosystems and watersheds that underpin the long-term availability of water resources in the Nile Basin. In that regard, the Egyptian side reaffirmed its readiness to finance and mobilize financing to water-related infrastructures on the Nile basin in Uganda, through the Nile Development Fund, to achieve mutual benefit and win-win cooperation.

11. The two leaders reaffirmed their commitment to sustainable water resources management and to strengthening basin-wide cohesion across the Nile Basin through enhanced cooperation. In this regard, they agreed to advance actions in integrated water resources management, watershed protection, and climate-resilient water infrastructure to ensure reliable river flows for vital human needs, hydropower generation, agriculture, and domestic use, consistent with the obligation not to cause significant harm and the principle of equitable and reasonable utilization.

12. The two leaders welcomed the progress report of the Nile Basin Initiative (NBI) Special Committee entrusted to engage with the NBI countries that have not ratified the Cooperative Framework Agreement (CFA), and reaffirmed their commitment to support the continued engagements aimed at promoting consensus, inclusivity and win-win cooperation amongst the Nile basin States.

13. They underscored the importance of continued implementation of existing bilateral Agreements and MoUs and directed relevant institutions to expedite negotiations on pending instruments of cooperation in areas of mutual interest, including the MoU on Cooperation in Immigration matters and the Labour Agreement.

14. President Museveni expressed appreciation to President El-Sisi for Egypt’s continued support to Uganda’s development agenda.

15. President El-Sisi thanked President Museveni and the Government and People of Uganda for the warm hospitality extended to him and his delegation. President El-Sisi also reaffirmed the invitation extended to President Museveni to participate in the African Union Mid-Year Coordination Meeting to be held in El Alamein, Egypt on 27th June 2026, and the African Business Forum to be held on its sidelines with the participation of prominent Ugandan private sector representatives.
