Egypt Launches Second Phase of Universal Health Insurance System

Egypt is preparing to roll out the second phase of its Universal Health Insurance System, a major expansion that will extend comprehensive healthcare coverage to millions of citizens across five additional governorates. Prime Minister Mostafa Madbouly announced the development during the opening session of the Sixth Annual International Forum of the General Authority for Healthcare, held in the New Administrative Capital.

Madbouly said the new phase will cover the governorates of Minya, Matrouh, Damietta, North Sinai, and Kafr El-Sheikh, with total investments surpassing EGP 115 billion. Once implemented, the initiative will expand the system’s reach to more than 18 million people. He added that the government is studying the inclusion of Alexandria in an upcoming stage, reflecting Egypt’s long-term plan to achieve nationwide healthcare coverage.

The prime minister emphasized that the state remains firmly committed to supporting the health sector and mobilizing all necessary resources to secure the future of what he described as a “landmark national project.” He underscored that full success will require partnership and coordination between government institutions and both the private and civil sectors.

Madbouly noted that Egypt has already completed the first phase of the Universal Health Insurance System, which was implemented in six governorates with investments exceeding EGP 53 billion. Through this stage, the General Authority for Healthcare delivered more than 100 million medical services via accredited medical facilities meeting national quality and accreditation standards.

These facilities, he explained, have been equipped with modern medical technologies and supported by advanced digital systems designed to monitor performance indicators in real time. The integration of digital transformation tools, he said, has strengthened public confidence in the quality and efficiency of the healthcare services being provided.

The launch of the second phase marks a significant step in Egypt’s broader strategy to enhance healthcare infrastructure, expand equitable access, and modernize medical services for citizens across the country.
