A reported U.S. proposal delivered to Iran lays out a sweeping framework aimed at ending the conflict, combining strict nuclear conditions with regional security demands and economic incentives. Details of the document were broadcast by Cairo News Channel, describing what appears to be one of the most comprehensive diplomatic efforts in recent years to de-escalate tensions between Washington and Tehran.

At the heart of the proposal is a fundamental restructuring of Iran’s nuclear program. The plan calls for the dismantling of capabilities accumulated over years of development, alongside a complete ban on uranium enrichment within Iranian territory. Existing enriched uranium stockpiles would be handed over to the International Atomic Energy Agency, which would also receive full and unrestricted access to all nuclear facilities, data, and related activities.

The proposal goes further by targeting key nuclear infrastructure. Facilities at Natanz Nuclear Facility, Isfahan Nuclear Technology Center, and Fordow Fuel Enrichment Plant are to be shut down and dismantled. In return, the U.S. offers support for a civilian nuclear energy program, particularly at Bushehr Nuclear Power Plant, signaling a potential shift toward peaceful nuclear cooperation.

Beyond the nuclear file, the document addresses Iran’s broader regional posture. It calls for Tehran to abandon its use of proxy groups and to halt all funding and arming of militias across the Middle East. The proposal also underscores the strategic importance of maintaining open shipping lanes through the Strait of Hormuz, a critical artery for global energy supplies.

On missile capabilities, the proposal appears to leave room for negotiation. While it delays a final resolution on Iran’s ballistic missile program, it restricts its use to defensive purposes only, indicating a compromise approach compared to the stricter nuclear demands.

In exchange for compliance, the proposal offers significant economic relief. All sanctions imposed on Iran would be lifted, and the mechanism for automatically reimposing them would be removed—an issue that has been a major point of contention in previous negotiations.

While the proposal has not been independently verified, its scope suggests a high-stakes diplomatic push to end the conflict and redefine relations between the two sides.

Key points of the reported proposal:

  • Dismantling Iran’s current nuclear capabilities
  • Prohibition of uranium enrichment inside Iran
  • Transfer of enriched uranium to the International Atomic Energy Agency
  • Full IAEA access to all nuclear-related information and facilities
  • Shutdown and dismantling of Natanz, Isfahan, and Fordow nuclear sites
  • Support for a civilian nuclear program at Bushehr
  • Abandonment of Iran’s regional proxy strategy
  • Immediate halt to funding and arming militias
  • Guarantee to keep the Strait of Hormuz open
  • Postponement of a final decision on ballistic missile program
  • Restriction of missile use to defensive purposes
  • Lifting of all economic sanctions on Iran
  • Removal of the automatic sanctions “snapback” mechanism
